Our Board of Directors is taking up a policy question and asked me to poll the surrounding Authorities on how they address this issue. Given the slowdown in the economy, some commercial customers are asking for relief from their monthly mandatory minimum purchase. All our customers must pay a monthly minimum rate that guarantees their purchase of/payment for a minimum number of gallons based on their meter size. We make no allowance for those who use less water, they must still pay the minimum. For those that use more than the minimum, they pay a pro rata amount based on actual usage. 1. Do you make any reduction in rate/payment for those who don’t use all their minimum? 2. Do you have a process whereby a business can have its monthly minimum rate reduced? (w/o actually changing the meter) 3. Do you offer any credits or deductions (say, for conservation) that work to offset the cost of unused water that could be said to reduce the impact of paying for water never used? 4. Do you know of any localities or authorities that do make adjustments to their rates for this situation? Any info you can offer up would be very helpful.

Here at the HCSA we have a minimum charge for water adn a minimum charge for sewer that contain no user allowances. They are just a minimum charge. THe water charge is based upon the average cost per user to read the meters and the sewer minimum is based upon the average sewer debt service per account. No credits are adjustments are given if the usage is zero. Willie Jones
